International Competition Network
The International Competition Network
(ICN) was established in October 2001 with the objective
of facilitating procedual and substantive convergence in
antitrust enforcement. It is an informal network of competition
authorities from around the world, and as of April 1, 2007,
it comprised a membership of 100 competition authorities
from 88 jurisdictions from around the world.
The ICN is a project-oriented organization without a permanent
secretariat or executive office, and one of its major characteristics
is that it provides a forum for discussion among not only
member agencies, but also non-governmental advisors such
as legal experts and economists.
The ICN consists of the Steering Group responsible for decision-making,
working groups that focus on mergers, competition policy
implementation, cartels and unilateral conduct, and other
working groups which specialize in ICN operations. Daily
communications are usually carried out by e-mail, while
discussions often take place by teleconference. If necessary,
face-to-face discussions are also conducted. Working groups
also hold workshops on specific themes concerning the activities
of that particular working group.
Through these activities, the ICN not only provides member
agencies with opportunities to address antitrust legislation
issues, but also facilitates smooth communications between
the various member agencies. The ICN holds an annual conference
during which working groups report the results of their
respective activities over the past year and discussions
on competition law and policy are conducted.
